The scheme provides a list of prequalified suppliers for the provision and installation of floor coverings for the Department of Education.

The scheme is not a whole-of-government arrangement. NSW Government agencies are not mandated to use the scheme. If agencies wish to place orders with suppliers listed they may do so through the piggyback clause.

The scheme started on 14 January 2016 and has completed 2 rounds of applications. It will be available for an initial term of 3 years with options to extend for 2 further years.

The scheme is open to new applicants and assessments will be undertaken at the discretion of the Department of Education.

Suppliers are prequalified to supply goods and services under the following categories:

  • commercial carpet
  • carpet tile
  • commercial resilient flooring (including linoleum, rubber, safety flooring and vinyl)
  • commercial floor matting.

If agencies wish to place orders with suppliers listed they may do so through the piggyback clause.

Under the piggyback clause, other NSW Government agencies (as defined in the Public Works and Procurement Act 1912) can also be supplied under the terms of the scheme as if the Department of Education had entered into this scheme on behalf of that government agency.

Suppliers will have regard only to necessary changes to reflect that the goods are to be supplied to the other agency.

Buyers should note that no prices have been used during the assessment process. As such, customers are required to establish value for money during the quoting process.

Buyers can engage a supplier by one of the following methods:

  • issuing an order to a single supplier
  • sending a request for quote (RFQ) to one or more suppliers.

The scheme does not mandate any number of quotes.

Buyers must obtain quotes in accordance with their department’s procurement policy, the NSW Government Procurement Policy Framework and Procurement Board Directions.

How to apply

Suppliers complete an application via the Department of Education's Contract (Re)Source (Ariba) platform. They are considered by the department if the application complies with the mandatory requirements under the scheme, which include:

  • a valid Australian Business Number (ABN)
  • fulfilling supply and installation of floor coverings orders in Australia for longer than 3 years
  • public and product liability insurance policy $10 million
  • compliance to the statement of requirements
  • positive referee reports
  • ISO9001 Quality Management System Certification
  • ISO14001 Environmental Management System Certification.

The statement of requirements contained within the scheme also requires supplier’s products to meet certain independent testing bodies and for suppliers to meet conditions for installation and warranty.

How to manage scheme requests

Suppliers must adhere to the scheme conditions when responding to requests for quotes. This includes:

  • the statement of requirements, which details the requirements relating to the provision of goods and services
  • minimum standards
  • installation requirements
  • product warranty.
